Indian nationals whose Hong Kong pre-arrival registration (PAR) is unsuccessful and who still wish to visit should apply for a visit visa directly to Hong Kong Immigration. Chinese diplomatic and consular missions do not accept these visit-visa applications from Indian nationals. This is a separate application with documents and processing time; an unsuccessful-PAR screenshot, application receipt or flight booking is not entry permission.
Establish whether there was a technical problem or an unsuccessful result
This guide covers preparing a short-visit visa application after unsuccessful PAR for Indian passport holders. Information was checked on 30 October 2026. It is not a guide to Hong Kong residency, work or study applications. If the purpose is not a visit, establish the appropriate permission first.
The official PAR FAQ distinguishes technical problems from results. “System Busy” may mean maintenance or heavy use, but can also follow an expired search or bookmark link. Enter through the current Immigration or GovHK page and try later. If power failed during registration, the FAQ permits a new registration attempt; if the earlier registration succeeded and remains valid, the system indicates an existing valid registration, after which the official reprinting function can be used.
These steps establish the actual status. They are not an invitation to alter truthful details until an unsuccessful result changes. Keep the message, time and passport details available. Technical support is at +852 3128 8668; PAR enquiries are at +852 2824 6111 or ind_par@immd.gov.hk. Do not supply false information to an agent promising success. Immigration states that it has authorised no PAR agents and that no one can guarantee or improve the chance of success.

Indian applications must go directly to Immigration
The official Indian PAR guidance requires a person unable to complete PAR who wishes to visit to submit an entry-visa application directly to Hong Kong Immigration. On the general visit-visa page, the routes through Chinese diplomatic missions or Hong Kong’s Beijing and Shanghai offices carry an explicit exception for Indian nationals’ visit applications.
The GovHK online visit/transit application page is a practical remote starting point. This is a visa application, not the PAR validity enquiry and not an extension of stay for someone already admitted as a visitor. Read the eligibility and document sections before entering the electronic form.
For paper submission, the “Applying” tab lists applicant form ID1003A, applicable sponsor form ID1003B and postal procedures. The current direct postal destination is the Receipt and Despatch Sub-Unit, Ground Floor, Administration Tower, Immigration Headquarters, 61 Po Yap Road, Tseung Kwan O, New Territories, Hong Kong. Recheck the official submission guidance before posting; do not use an old Wan Chai address or a historical photograph as mailing instructions. The appropriate channel remains a choice for your actual circumstances.

Organise evidence by what it establishes
The visit/transit application guidance lists financial, transport and purpose-of-visit evidence. The online-service page marks mandatory uploads and limits. Leisure visitors can organise the following groups; use the relevant requirements for another genuine visit purpose.
| What the material establishes | Official examples | Check while preparing |
|---|---|---|
| Identity and document | Valid travel-document particulars, issue and expiry details; recent photograph | Complete, legible and consistent with the application |
| Funding | Bank statements, savings records, tax receipts; employment, leave or salary evidence if applicable | Whether the documents explain the actual funding circumstances |
| Transport | Flight itinerary or other travel arrangements | Arrival and departure dates consistent with the application |
| Leisure purpose | Tour receipt, proposed itinerary and similar evidence | A coherent Hong Kong stay, accommodation and activities |
| Another visit purpose | Next-destination arrangements for transit, business invitation or family relationship evidence | The category matching the actual trip, not every category |
These pages do not prescribe one minimum bank balance for every Indian applicant. This guide does not invent a “deposit enough and approval follows” figure. The list is a preparation framework, not an approval formula; Immigration can request additional information from the applicant or sponsor.
Documents not in Chinese or English must be accompanied by a translation certified as true by one of the specified translator categories: sworn, court, authorised public, certified, expert or official translator. An uncertified machine translation or an ordinary translation made by the applicant should not be treated as meeting that requirement.
A local sponsor can assist processing, not guarantee approval
Immigration says nominating a local sponsor assists processing; the sponsor can be a company or an individual. An individual must be at least 18, a bona fide Hong Kong resident and acquainted with the applicant. Do not reinterpret this as requiring every tourist to buy a sponsor, or as a promise of approval once someone signs. Immigration assesses the case.
When using a sponsor, follow the relevant document category. A company sponsor involves business-registration evidence and the online procedure’s company-chop item. An individual involves Hong Kong identity-card evidence and, for a non-permanent resident where applicable, travel-document, stay and e-Visa information. Paper and online completion differ, so follow the chosen channel. A parent or legal guardian signs for an applicant under 16.

Open every file before uploading; check the 5MB limit
The online guidance accepts JPEG, PDF, GIF, PNG and specified TIF formats, with each file no larger than 5MB. Documents without photographs should be grayscale; those with photographs should be in colour. The recent-photo field permits one file. Several fields, including travel-document, financial and transport evidence, allow up to five, but check each field rather than applying five to everything.
Open the scans yourself: are edges missing, names and numbers readable, pages in order and the photograph undistorted? Compressing a file is useful only if it remains clear enough to assess. Name files by purpose so that a bank statement is not uploaded as transport evidence, and check that no other person’s document has been included.
The applicant and applicable sponsor complete the online form and sign to confirm correct, complete and true information. Keep the receipt and reference number, and provide a reliable contact you control. Do not post full passport images, financial records or an application number in public forums when seeking help.
Four weeks starts after complete documents arrive
Immigration states that a visit/transit application normally takes four weeks after receipt of all required documents. Processing cannot start until the necessary information and documents are complete. Approval remains discretionary, even where the stated criteria are met. Submitting today therefore does not establish a departure date four weeks from today.
When asked for additional documents, use the supplementary-document service linked from the online application page, following the case reference, requested items and deadline in the notice. Starting a new full application is not the default way to provide a missing item. A paid hotel deposit does not establish expedited approval.
If the intended trip is close, check change conditions with the airline, accommodation and companions early, and avoid adding inflexible costs. This is travel-planning advice, not a claim that changing a flight improves approval odds. General case enquiries and electronic-service technical support are different; a technical hotline cannot decide the visa.

After approval, pay and obtain the e-Visa, then check the journey
For applications submitted directly, the approval notification includes a payment link. Payment can also be made through GovHK or the Immigration mobile app. The official page lists specified credit cards, PPS, FPS and specified Mainland e-wallets among electronic options. Follow the case notice and official fee table for the amount; free PAR and visa charges are different. Complete the applicable payment and download or print the e-Visa through the official procedure.
An application acknowledgement is not the e-Visa. Check personal details, validity for use, permitted entries and conditions against the journey. Resolve errors or uncertainties with Immigration before travelling. A valid visa still leaves normal immigration requirements to be met; the conditions granted on admission determine the actual stay.

For a Hong Kong–Macau–Hong Kong itinerary, check Macau entry and permission to return to Hong Kong separately. A Hong Kong visa is not Macau permission. The entry and re-entry guide explains that journey-level check. This article’s task is preparing the separate application after unsuccessful PAR, not promising that it will be ready for a particular trip.
Your pre-journey checklist
- Distinguish interruption or a busy message from an unsuccessful result; keep details truthful.
- Submit an Indian national’s visit-visa application directly to Hong Kong Immigration using the appropriate official route.
- Group identity, funding, transport and purpose evidence; arrange required certified translations.
- Check applicable sponsor evidence, formats and the 5MB limit; retain receipts and document requests.
- Read four weeks as the normal period after complete documents arrive, not a guarantee, and allow travel flexibility.
- After approval, follow official payment and e-Visa steps and check each journey’s entry conditions.
